Most CoE design conversations end with an org chart. The CoEs that actually scale combine the org chart with three engineering practices.
Practice 1 — Standards as code
The CoE’s standards (architectural, security, performance) are encoded as automated checks in the platform pipeline. Squads can self-validate; the CoE reviews exceptions, not every change.
Practice 2 — Reference patterns as templates
The CoE publishes reference patterns as actually-deployable templates (Terraform modules, ServiceNow update sets, Salesforce metadata). Squads start from “use this” instead of “design from scratch following our guide.”
Practice 3 — Demand-management as data
Squad demand on the CoE is tracked in the platform itself, with patterns visible to all. Bottlenecks surface; the CoE invests in self-service for high-volume demand patterns.
An org chart without these three practices fails to scale. With them, federation works.
